Our Staff

The CAO Board of Directors has retained an interim Executive Director and a small implementation team to work in partnership with the Ministry of Government and Consumer Services’ Policy, Planning and Oversight Division to plan and build the key functions and services of the organization. Some members of the team are shared with the CMRAO implementation team.

Robin Dafoe, Executive Director

Robin Dafoe was previously the Director of Corporate Policy and Tribunal Relations at the Ministry of the Attorney General, where she worked with administrative justice executives across three tribunal clusters to help achieve their modernization goals. Prior to that, she was the Implementation Director for the Ontario College of Trades, a new regulatory body for apprenticeship and trades certification in Ontario. Robin has a Bachelor of Arts in Law and Psychology from Carleton University, a Masters of Business Administration from Schulich School of Business, York University and a Master of Laws from Osgoode Hall, York University.

Keegan Ferreira, Policy and Programs Lead

Keegan is the CAO’s Lead of Policy and Programs. Prior to joining the CAO, Keegan spent nearly a decade in Ontario’s administrative justice sector, working in a number of roles at both the Landlord and Tenant Board and Licence Appeal Tribunal. Most recently, Keegan was a Senior Program Consultant with the Ministry of the Attorney General’s Agency and Tribunal Relations Division, where he was involved in the support and oversight of the ministry’s adjudicative tribunal clusters. Keegan holds an Honours Bachelor of Arts from the University of Toronto.

Nicoleta Hera, Executive Assistant and Human Resources Lead

Nicoleta Hera is the Executive Assistant and Lead of Human Resources for the CAO and CMRAO. She has worked closely with C-suite executives for the past five years and has experience with start-up organizations both as an executive assistant and as an office manager. She holds a graduate degree in Human Resources Management from McGill University in Montreal and has been involved in recruitment and HR management in various roles throughout her career.

Rana Khurram Manzoor, Financial Controller

Rana Khurram Manzoor has more than 10 years of experience in the field of financial reporting and management. Rana has a diversified experience of working in multinational private and public co-operations in different parts of world. He has an extensive working knowledge in service, trading and manufacturing sector. Rana is a designated Chartered Accountant of Canada and United Kingdom, and Chartered Management Accountant of USA. He has also obtained an Honours Bachelor of Sciences in Applied Accounting from Oxford Brooks University, in the United Kingdom.
