The CAO is a delegated administrative authority that supports condo living and enhances consumer protection by providing services and resources that reach all condo communities across Ontario. We are accountable to the government through and Administrative Agreement with the Minister of Public and Business Service Delivery and Procurement. The seven-member board of directors provide strategic guidance and oversight of the organization.

Purpose of Position

The Policy and Programs Analyst will work predominately on assigned research initiatives, submissions to government, digital service enhancements, and online resource development. This includes CAO program projects and operational policies and procedures which have been identified by the CAO’s senior management as critical to the success of the CAO. These enhancements and projects support the CAO’s overall strategic and annual operational plan(s) offering timely, user-friendly, accessible, and relevant resources to the condominium communities across Ontario.

This is a 12-month fixed term contract with potential for extension. Please apply by August 30, 2024 1 pm.

 

Key Responsibilities

  • Conduct comprehensive research, analysis and synthesis of data and information to inform decisions and recommendations.
  • Prepare policy materials, including guides for the condominium sector, briefing/decision notes, submissions to the government, presentation decks or other materials.
  • Prepare detailed workplans on assigned initiatives to ensure that projects are delivered on time and are of high quality. Monitor and report on progress toward completion includingidentifying any gaps in progress, providing recommendations, and implementing solutions to aid in closing identified gaps. 
  • Develop new/updated content and other materials to meet the information needs of various users of the CAO’s information offerings and to support and improve internal processes.
  • Develop and/or revise CAO operational/governance policies, procedures, and/or proposals to support effective operations and/or good governance of the organization.
  • Define business and program requirements for digital service enhancements, collaborating with CAO’s IT department to ensure the timely development of these enhancements that meet the required specifications.
  • Develop and implement various data collection instruments to inform future service enhancements for the CAO.
  • Support the review and analysis of collected data and information in the CAO’s internal database to make recommendations to senior management and/or the CAO’s Board of Directors regarding service enhancements.
  • Other duties as assigned.

 

Qualifications, Skills and Knowledge

  • Post-secondary education is required; an equivalent combination of education and experience may be considered. Experience in a policy, legal, and/or regulatory environment is considered an asset.
  • Ability to develop in-depth knowledge and application of the Condominium Act, 1998and its regulations, as well as other legislation, issues and resources related to condominium living in Ontario. 
  • Experience with project planning and delivery is considered an asset.
  • Ability to gather and synthesize complex information (particularly legal) and gear this information (written and verbal) to the appropriate audience level.
  • Demonstrated knowledge and experience with collecting and analyzing data to inform recommendations.
  • Research and analytical skills in identifying relevant issues and problems, securing relevant information, comparing, and integrating data from various sources, developing, and assessing options, integrating information into a coherent picture and making reasoned recommendations.
  • High level of communication skills with particular emphasis on excellent writing ability to convey information in a clear and concise manner.
  • Self-directed and motivated to deliver agreed upon outcomes with minimal supervision, often within short timelines. 
  • Demonstrated time management skills.
  • Ability to work independently as well collaboratively in cross functional teams.
  • Ability to prioritize and manage conflicting demands.

 

Working Conditions/Environment

CAO values in-person collaboration and we observe a hybrid working model and only those interested and comfortable in collaborating in person 3 days a week (Tuesdays, Wednesdays, and Thursdays) need apply.
