Executive Leadership Team
Robin Dafoe joined the Condominium Authority of Ontario in 2016. As its Chief Executive Officer and Registrar, she guides the organization in achieving its consumer protection mandate and its vision for strong and vibrant condominium communities in Ontario. She is a collaborative leader who empowers the CAO’s diverse team members to work together and build high-quality, client-focused information, education and dispute resolution digital services that support condo owners and directors in understanding their legal rights and obligations and resolving local issues so they can fully enjoy condo living.
Robin also led the start-up team that launched the Condominium Management Regulatory Authority in 2017, Ontario’s first regulatory body responsible for the licensing and education of condominium managers. Previously, Robin held several leadership roles in the Ontario Public Service, including the government’s implementation lead for Ontario’s first regulatory College of Trades, oversight and support for Tribunals Ontario, chief administrative officer at the Education Quality & Accountability Office and the Ontario Heritage Trust, as well as corporate secretary and a member of the start-up team at Legal Aid Ontario.
Robin holds a Master of Laws from Osgoode Hall Law School, a Master of Business Administration from the Schulich School of Business, and a Bachelor of Arts from Carleton University. She volunteers as chair of the board at Balance for Blind Adults, a non-profit organization that provides services and support for individuals who are blind or living with sight loss.
As the CAO’s Chief Financial & Digital Operation Officer Rana is responsible for managing the CAO’s finances and operations.
He has more than 18 years of experience in financial reporting and management as well as diverse experience working in multinational private and public co-operations around the world. This is complemented by extensive working knowledge of the service, trading, manufacturing and non profit sectors.
Rana is a designated Chartered Public Accountant of Canada and the United Kingdom (UK) as well as a Chartered Management Accountant of the United States of America. He holds an Honours Bachelor of Sciences in Applied Accounting degree from Oxford Brooks University, in the UK.
Emilee Escobar is an accomplished leader with over a decade of experience in organizational governance, business management, and communications. She is currently the Chief Corporate & Public Affairs Officer at the Condominium Authority of Ontario and has held leadership roles in the organization since 2018. Prior to joining CAO, Emilee worked within the Government of Ontario and the financial services sector. Her extensive expertise spans strategic planning and management, governance and oversight, and stakeholder engagement.
She holds an Honours Bachelor’s degree in Political Science from the University of Toronto and is a certified Governance Professional (GPC.D) accredited by the Governance Professionals of Canada.
Marc Bhalla is our Vice President of Policy, Programs & Dispute Resolution. He has helped Ontario’s condominium communities since 2002, from the role of law clerk to establishing a mediation/arbitration practice. Marc was an original member of the Condominium Authority Tribunal and mediated the online tribunal’s first cases. His experience includes roles adjudicating on the Toronto Licensing Tribunal and investigating banking and insurance issues.
As an educator, Marc developed a range of curricula and is faculty at Osgoode Hall Law School. He has been widely published and spoken across the continent.
Marc’s volunteer service includes election to the Board of Directors of the ADR Institute of Canada and community mediation at the Dixie-Bloor Neighbourhood Centre.
Marc has a Master of Laws in Dispute Resolution from Osgoode Hall Law School and an Executive Certificate in Conflict Management from the University of Windsor’s Faculty of Law. He achieved the senior-level Chartered Mediator (C.Med) and Chartered Arbitrator (C.Arb) designations. Marc is a member of the South Asian Bar Association.
Marc was recognized with a STAR Award by the ADR Institute of Ontario (2020) and a Distinguished Service Award from the Canadian Condominium Institute (2019). Marc supports Moose Hide Campaign and Food Allergy Canada.

Senior Management Team
As the CAO’s Director, Tribunal Operations and Vice-Chair, Condominium Authority Tribunal (CAT/tribunal), Keegan has a range of responsibilities, including leading the CAT’s operations team, the development of the CAT’s online dispute resolution system and participating as a member of the tribunal, providing mediation and adjudication services resolve disputes.
Since the launch of the CAT on November 1, 2017, Keegan has been instrumental in his leadership for both tribunal operations, the development of a first-of-a-kind online dispute resolution system, and the CAT’s mediation/adjudication services. This is an innovative position that reflects the unique nature of the CAT as one of CAO’s essential services to condo communities.
Prior to joining the CAO, Keegan spent nearly a decade in Ontario’s administrative justice sector, working in many roles at both the Landlord and Tenant Board, the Licence Appeal Tribunal, and with the Ministry of the Attorney General.
Keegan has an Honours Bachelor of Arts degree from the University of Toronto.
As the CAO’s Director, Information Services, Tim is responsible for leading the Information Services team, overseeing tribunal operations support for the Condominium Authority Tribunal, and delivering on educational priorities including regulated Director Training requirements.
Tim joined from BMO Capital Markets, where he was VP of Business Research & Desktop Publishing, leading teams in providing value-added information and client-ready deliverables to support business development and revenue generation. He has extensive information & research services experience in the financial and professional services sectors.
Tim has a Master of Library & Information Science from Western University and an Honours BA from University of Guelph.
As the Director, Policy, Programs & Dispute Resolution, Permal leads several areas of the CAO’s business including providing subject matter expertise on condo law and operations, developing informational materials for use by the condo sector, providing feedback to government on potential policy changes, acting as the business lead for digital service enhancements, and leading several research initiatives.
Permal has been with the CAO since 2017 and has held many positions in the organization. This includes being part of the implementation team that launched the CAO in September of 2017.
Permal holds an Honours Bachelor of Arts degree and Master of Arts degree from the University of Windsor and a Master of Arts degree from Toronto Metropolitan University.
As the CAO’s VP of Technology and Application Development, Tejinder leads the technology team and oversees various key areas, including Application Development, AI, DevSecOps, research and development, and cloud platform initiatives. He plays a crucial role in ensuring that our technology strategies align with the organization’s goals, with a strong emphasis on security, scalability, innovation, and overall.
Tejinder has over 20+ years of experience across various industries, including Pharmacy, Robotics, Finance, Airports, Travel, and more, serving as a Senior Architect and Technology Officer. In these roles, he has architected many products, transformed legacy applications into modern technologies, and facilitated the adoption of Agile and DevSecOps practices within organizations.
He holds a CTO certification from the Massachusetts Institute of Technology (MIT) and a Bachelor’s degree in Computer Science with a major in Software Engineering from Ryerson University.
Walid Yaqoobi is a highly experienced IT and Cybersecurity Director with over 22 years of expertise in information technology, spanning multiple industries including financial services, hospitality, and consulting. He brings a wealth of experience, having spent a decade working with United Nations Peacekeeping Operations (DPKO), where he honed his skills in managing complex IT and security infrastructures. Walid holds an MBA from the Rochester Institute of Technology, further strengthening his leadership and business acumen.
In addition to his academic credentials, Walid is a Certified Information Systems Security Professional (CISSP) and Certified Information Security Manager (CISM), highlighting his deep technical expertise. As a strategic leader, he excels in aligning security measures with organizational goals, safeguarding businesses from cyber threats, and driving digital transformation initiatives to enhance operational efficiency and resilience. His multidisciplinary experience enables him to deliver innovative security solutions that meet the evolving challenges of today’s digital landscape.
