The CAO is a delegated administrative authority that supports condo living and enhances consumer protection by providing services and resources that reach all condo communities across Ontario. We are accountable to the government through and Administrative Agreement with the Minister of Public and Business Service Delivery and Procurement. The seven-member board of directors provide strategic guidance and oversight of the organization.

We value flexibility and have adopted a hybrid work model whereby employees use a combination of working remotely 2 days a week and in the office for 3 days.

 

Purpose of Position

Reporting to the Chief Financial & Digital Operations Officer, the Director, IT Services & Cybersecurity is responsible for the overall leadership of the delivery of information technology (IT) services, overseeing proactive and reactive cybersecurity measures and ensuring integration of business functions and technology solutions to enable CAO’s digital first delivery model and in support of CAOs strategic and business priorities.

 

Key Responsibilities

IT STRATEGY AND PLANNING

  • Leads the development and implementation of CAO’s IT Service management and Cybersecurity strategy and roadmap to ensure technology infrastructure, networking, business solutions, processes, and services to meet existing business needs and address future needs and innovation opportunities for the organization.
  • Establishes operational priorities for the department ensuring alignment with CAO’s business strategy and priorities.
  • Collaborates on the assessment of CAO’s IT/IM requirements and the planning necessary for the procurement and/or build of the IT system, products, security processes and operations, working closely with the VP, Technology and Application Development and the CFDOO.
  • Ensures an initiative-taking approach to continuous improvement, recognizing the rate and pace of change in technology, to lead the organization in IT innovation, including monitoring performance and recommending infrastructure strategies.
  • Leads the development, implementation and maintenance of IT/IM policies, processes, and standards.

 

IT OPERATIONS AND BUSINESS ANALYSIS

  • Oversees the management of CAO’s IT operations including cloud administration, network infrastructure, data centers and user support services.
  • Ensuring effective deployment of common technology management tools, processes, and methodologies; promotes the sharing / leveraging of successful products, processes, and best practices.
  • Oversees the implementation of cloud and infrastructure solutions, ensuring high availability, scalability, and performance.
  • Oversees business reviews and business analysis to identify potential gaps and opportunities and aids in formulating business solutions.
  • Collaborates with application development team(s) to ensure solutions meet the business needs articulated for developing or enhancing CAO digital systems and services.
  • Oversees office technology support including technical support and assistance, troubleshooting systems problems, ensures resolutions of critical issues in a timely fashion.
  • Directs and monitors external service providers and vendors to ensure effective provision of services that meets CAO’s needs.

 

CYBERSECURITY OVERSIGHT

  • Oversees CAO’s overall cybersecurity and technology security measures and compliance including design, development, implementation of cybersecurity policies and procedures, risk assessments, incident response and guidance and training to educate employees about security best practices and promote a culture of security within the organization.
  • Develops and implements a cybersecurity strategy by identifying growth opportunities based on the latest threats, and reporting on the company’s cybersecurity posture, including insights, recommendation and metrics.
  • Collaborates with other departments to ensure that security requirements are integrated into the design and implementation of new systems and technologies.
  • Conduct regular security audits, risk assessments, and vulnerability testing
  • Reviews and implements the cybersecurity framework maturity model to continuously improve the organization’s cybersecurity posture.

 

CORPORATE LEADERSHIP  

  • As a member of the CAO management team, participates in the development of business plans, strategic agenda and priorities, including the development, implementation and evaluation of the organization’s vision, goals and business performance.
  • Participates in Board committees and presentations as needed to provide expertise
  • Manages all aspects of people management for direct reports including recruitment, orientation, coaching, mentoring, conflict resolution, performance management and learning and development.
  • Monitors and manages all relevant IT budgets and resources, ensuring financial accountability.

 

Qualifications

Skills and Knowledge

  • Knowledge of current technology environments including cloud computing, telecommunications, networks, database and systems administration.
  • Understanding of current IT Infrastructure, could platforms and cybersecurity y principles, best practices, and industry standards and trends
  • Excellent problem-solving and analytical skills, with the ability to identify and mitigate technology and security risks.
  • Strong communication and interpersonal skills, with the ability to effectively communicate complex security concepts to both technical and non-technical stakeholders.
  • Strong project management skills and demonstrated ability to prioritize and manage multiple tasks simultaneously.
  • Strong organizational and problem-solving skills combined with excellent analytical and planning abilities
  • Effective facilitation, negotiation, and conflict resolution abilities to manage complex relationships and develop and build consensus on initiatives
  • Results oriented with a proven collaborative approach with the ability to establish effective working relationships at all levels of the organization
  • Strong project management skills and demonstrated ability to plan, organize, and manage projects.
  • Proven ability to manage external IT vendors and contractors
  • People management skills with the ability to mentor and coach team members
  • Proven fiscal management skills and experience managing allocated department budgets.

 

Education and Experience and Requirements

  • Degree in Computer Science, Information Technology, Cybersecurity or a related field., or related field or appropriate combination of experience and education.
  • Minimum 8 years of progressive experience in an IT/IM environment
  • Proven experience in an IT leadership role, with a track record of successfully implementing and managing IT operations.
  • Experience with MS Office, regulatory systems, CRM MS Dynamics, or ERP systems, as well as cloud hosted solutions and modern cloud infrastructure administration
  • Proven experience in IT service management and cybersecurity.
  • Experience in implementing and managing the NIST Cybersecurity Framework (CSF) maturity model.
  • Experience with Agile methodologies and DevSecOps practices.
